EPA SPCC GUIDE

The EPA released the
SPCC Guidance for Regional Inspectors on December 2,
2005. This document is very comprehensive and answers many
questions on how the federal code should be interpreted. The
document is intended to assist regional inspectors in reviewing a
facility's implementation of the Spill Prevention, Control, and
Countermeasure (SPCC) rule at 40 CFR part 112. Our review has
revealed how much responsibility has been placed on the Engineer.
Most existing SPCC plans will now need to be updated to bring them
into compliance. The guide gives very detailed requirements for
standards, calculations and record keeping to be a part of a
facilities SPCC plan.

AN INSTA-DIKE SYSTEM
The strict
standards set by the
SPCC Guidance for Regional
Inspectors call for specific requirements for
sizing, flow rates and record keeping for oil-water separators.
Dike systems are required to prove they meet imperviousness
standards and keep detailed records of precipitation removal.
Portable systems are very labor intensive and have a short life.
